The Candidate: Within the Combat System Support Group, the CS-CISS Engineer will report directly to the Combat System Configuration and In Service Support Group Leader. The candidate will cover tasks which will include the investigation and assessment of design, safety, process and documentation issues across combat system areas. You will be an experienced support engineer and team manager with either a Royal Naval combat systems background or will have industry experience of supporting Naval Combat Systems and their equipment. At least HND qualified you will have a background in relevant combat system discipline along with experience of MoD working practices or familiarity with submarine design, operation and support in the current classes of boat; in the technical sense you will be instantly recognisable as a SQEP (suitably qualified and experienced person). You will need to demonstrate good written and oral communication skills and the confidence and ability to liaise at all levels. You are likely to have been a former RN Senior Rate.

You will also have an understanding of railway maintenance procedures and the ability to carry out HV procedures at an appropriate authorisation level and hold or have held an appropriate Authorised Person Licence.

Exclusively retained by our Saudi client, The List has been tasked to put together a team to form an Advisory Group to support the Saudi Ministry of Interior (MOI) Modernisation Programme. This extensive programme will upgrade the capability to detect, provide early warning, deter and respond to threats that may emerge along the KSA s land and maritime borders. The contract to build a hi-tech border security defence network in Saudi Arabia highlights growing concerns over smuggling and illegal immigration. The project will implement a border security system along 9,000km of the kingdom\'s border operated by the Border Guard (BG), including a radar grid covering land borders with the UAE, Kuwait, Qatar, Jordan, Yemen and Oman (mountains, deserts and sea borders). The five-year contract combines infrastructure, weaponry, intelligence, marine and aerospace elements. The Advisory Group will fulfil the role as the client-side, intelligent customer thus providing contract assurance to the MOI and equally to act as the strategic partner in future contract development and enhancement.

The Advisory Group will consist of high-grade experts in their field and will comprise a number of functions as follows:

C4i specialist: (probably at 1* level) develops CONOPS maritime and land: lead Advisory Group and directs implementation of the policies, plans and decisions of the Modernisation Programme leadership. Formulates policies for the operation of the Advisory Group and Modernisation Staff and ensures that published instructions are in accordance with the policies of the Modernisation Programme leadership. Ensures that allocated functions and tasks, are efficiently executed and that the budget is correctly allocated and distributed.
Operational Research Analyst: Assist Modernisation Programme team to develop systems and operational procedures. Examine Modernisation Programme planned operations to find more effective ways of operating to provide decision-makers with information to develop strategic policy. Examine assumptions, facilitate an understanding of the organisation\'s operations, determine practical actions to improve organisation, planning and operations, support change management, and review progress.
Procurement Specialist: Identify manufacturers for a particular product, ensure order fulfilment with vendors and negotiate pricing and delivery schedules. Conduct audits and prepare financial analysis of contracted companies. Review the new product line\'s order specifications, view what types of material supplies are needed on a daily basis to successfully complete the manufacturing process and also check the budget. Prepare bid specification orders (Request for Proposal). Check with a wide range of different vendor\'s material costs to keep the budget low. Train new employees on analyzing effective budget cost control. The procurement specialist provides a hands-on tutorial with the new trainee and shows him or her how to find the lowest cost of certain supplies and equipment. Senior Security Director: Provide expert security policy adviser and assistance support to the Modernisation Programme leadership and the Advisory Group across the entire spectrum of security policies, procedures, and requirements. Provide specialized support for operations security (OPSEC). Analyse national policies, requirements and procedures. Develop tailored OPSEC directive(s), instruction(s) and implementing guidance. Identify resource requirements and draft implementation plans of action and milestones. Develop OPSEC training and awareness materials and presentations. Produce information security policies, directives, instructions and procedures. Perform independent analysis and evaluation of current security policies and procedures to determine compliance with national policies and requirements. Draft, write or edit security related documents, plans, policies, procedures, resource and requirements, and agency responses to higher authority. Develops and validates the architecture for highly complex business process domains to ensure alignment with the organization\'s technology priorities.
Training Advisor: advising on all activities and staff associated with developing education programmes for systems used by BG personnel. Ensures that the training program identifies user needs. Monitors criteria for evaluation of training effectiveness. Reviews and monitors the training budget and all aspects of the training program. Consults with personnel in other departments to provide technical guidance and coordinate training activities. Prepares activity and progress reports regarding the training programs. Advises on military training academies within KSA.
Communications Specialist TETRA Systems: advise on proposed architectural concepts for a wide range of fixed and mobile communications systems, including Tetra, Satcom and PMR; oversight and advice on architectural concepts for system networks and routing. Armoured Vehicle Expert. Advise on ballistic armouring of all kinds of vehicle with a detailed understanding of the numerous international standards that exist for levels of ballistic protection. A good understanding of the missions, organizations, and challenges of the Ministry of Interior allied with experience in leading robust and complex programmes, while maintaining schedule, cost and performance. Understands the requirement for matching unique and comprehensive solutions to the required capabilities and needs of the program. Understand the need for a fully integrated solution that builds protected mobility capabilities within the three Directorates of the MOI. Understands the need for two overarching principles in the delivery of the protected mobility capability: protection and simplicity carefully weighed against the competing needs of reliability, mobility, protection and lethality.
Emergency Co-ordination Office Oversee and advise Modernisation Programme leadership on contingency planning, management activities to ensure effective coordination and the enhancement of capabilities to prevent, and mitigate the effects of natural disasters, acts of terrorism, and other man-made disasters. Supervise emergency managers, development of plans of action to manage and counter risks, and actions to build the necessary capabilities needed to implement such plans. Supervise and advise on training of personnel and regular operational exercises of emergency plans. Ensure that existing emergency management organizational systems and processes are adequate to meet all foreseeable reasonable contingencies.

The War Pensions and Armed Forces Compensation Chamber hears appeals from ex-service men and women who have had their claims for a war pension or compensation for physical or psychological injuries, rejected by the Secretary of State for Defence. The tribunal\'s jurisdiction covers England and Wales and it is independent from the Service Personnel and Veterans Agency.

The tribunal hears appeals relating to the old War Pensions Scheme, which ran from 1918 to 2005 and the new Armed Forces Compensation Scheme, which started in 2005. It determines:
The War Pensions Scheme:
whether claimants are entitled to a war pension
the percentage at which the War Pensions Agency has assessed the claimants disablement
whether the claimant is entitled to an allowance, for example for mobility needs.
The Armed Forces Compensation Scheme:
whether the claimant is entitled to an award
the amount of the award.
A tribunal comprises three members. It is chaired by a Judge and there is a medically qualified member. The third is a service member (the current vacancies).

There will be no primary sitting location allocated; successful candidates will be expected to travel to venues as and when required.
